Tenant Power Act

As part of our housing justice strategy, The Action Lab is working to advance innovative legislative frameworks to facilitate mass-based tenant organizing to counter-balance the power of landlords and the real estate industry. We have laid the groundwork for a transformative shift in tenant rights and power across New York State by developing the Tenant Power Act (TPA) – a bold, statewide campaign that will spark the creation of a Statewide Tenant Association, the investment of tens of millions of dollars to organize tenant unions and the imposition of new transparency requirements that will prevent landlords from obscuring building ownership information behind corporate veils. . In NY and around the country, we are convening partners to align strategy, engage communities, and collaborate with policymakers to advance tenant power as a key solution to the housing crisis.
This work is setting the stage for innovative campaigns that create new opportunities for tenants to organize, negotiate, and win at scale — shifting structural power toward renters to secure the right to safe, affordable housing for all.
